Not if you want to get your phone lines for free (you still have to pay for transport). SS7 is actually not that difficult. We, for example, get 2 A links from Verizon (costs about $1,500/month). They take care of about everything involved. It was actually pretty simple with the help we got from Verizon and Telica.
