They're very different products. ILEC switches have built-in line
terminators, which in the case of the Lucent 5E means analog
crossbar-like (GDX) front ends. Bulky, hot stuff. CLECs put the hub
switch in one place (their CO) and the analog line terminators remote
(collocated at the ILEC CO or subscriber site).
